After discovering the true traitor within the CIA, Jack Bauer (Kiefer Sutherland) is able to apprehend Navarro (Benjamin Bratt) but not before he hands off the override device to Adrian Cross (Michael Wincott) who plan to continue using it for what he tells Chloe (Mary Lynn Rajskub) are nonviolent attacks on various governments around the world which will only further his goals of demilitarization.

Discovering that Navarro is also responsible for framing Kate‘s (Yvonne Strahovski) husband and the death of Jordan Reed (Giles Matthey) as well, Bauer begins interrogating the traitor with the help of a conflicted Kate who despite her personal feelings towards a man she believed was her friend helps Jack break giving the pair a solid lead on the device. Things are complicated, however, by Boudreau‘s (Tate Donovan) secret maneuverings giving the Russian’s Bauer’s location and Cross being double-crossed by his Chinese contact Cheng Zhi (Tzi Ma) who kills Cross’ underlings and demands the device which his government helped finance.

As the episode comes to a close Jack and Kate are pinned down by Russian hitmen, Chloe is forced to watch as Cheng Zhi attempts to start a war between China and the Untied States by having a nuclear sub attack a Chinese aircraft carrier, and the world once again begins to spiral out of control. Playing again on the theme of how much can go wrong when our hero is unnecessarily delayed for even a handful of moments (the most common theme of the season so far), the stakes have been raised once more with the override device in the hands of an old enemy and Jack powerless (at least for the next few episodes) to stop what he’s begun to put in motion. The episode continues to build on the Jack/Kate relationship as well as showcase how professional the woman can be given how much Navarro took from her family including a husband who took his own life in prison believing his own wife believed him to be a traitor.
