The episode opens with the meeting of conspirators as Olivia (Kerry Washington), Cyrus (Jeff Perry), the First Lady (Bellamy Young), Supreme Court Justice Thornton (Debra Mooney), and Hollis Doyle (Gregg Henry) discussing the ramifications for all of them should David Rosen (Joshua Malina) continue to pull the threads of Quinn Perkins (Katie Lowes) trial and find the connection between Cytron and Doyle Energy.

In the case of the week Olivia Pope and Associates are hired by the Governor of Maryland (Tom Amandes) who took the law into his own hands and killed his former contractor in his home after walking in and seeing the man rape his wife (Brenda Strong). Olivia agrees to help her one time political adversary, but the more Huck (Guillermo Díaz) investigates the more it appears the man isn’t telling the entire truth about his contentious relationship with the man he killed and all the events surrounding what happened that night.

The episode also includes several ongoing stories. Cyrus’ life becomes infinitely more complicated when his husband (Dan Bucatinsky) resumes his career as a reporter covering the White House without warning and Huck takes out a member of his AA Group (Susan Pourfar) out on a date (to the delight of everyone in the office). Also, Abby (Darby Stanchfield) makes a startling revelation that convinces David to continue his investigation into Cytron even after agreeing to drop the matter to get his job back.

With the governor’s wife on her way to jail for trying to hide her affair with the contractor by yelling rape, Olivia makes a startlingly revelation of her own when she realizes the politician knew about the affair and used the entire situation to get his wife sent to prison and give him the political capital to begin another run for the White House. Olivia is unable to prove what she knows without breaking attorney-client privilege, but she’s going to have her hands full with Abby and David Rosen who are committed to overturning stones that could topple a government and send Olivia to prison.
